Gray Creek is located between Sandy Hook and Tuwanek, and is currently used as a supplementary water source for the Chapman Water System during times of drought. In 2022, a multi-year hydrological study was launched to gather creek flow data, update watershed modelling, and assess of the future viability of the source through a climate change lens.
Results
The study was completed in 2025. Predictive modelling of Gray Creek expects that water flow in the creek will fall below the current SCRD licence withdrawal amount in the years to come. Given that risk, the SCRD Board directed staff to take no further action on this project. Read the full staff report here.

Hello and great question. This project increases the number of days in a year water can be supplied by Gray Creek. Gray Creek is connected to the Chapman water system and is currently only utilized during times of low creek flows (ie low watershed run off) that is typically associated with a higher quality of raw water that can be safely treated with chlorination. Upgrading the water treatment facility at Gray Creek provides an extended season of supplementing the water supply drawn from Chapman Creek and Lake, prolonging the stored water supply of Chapman Lake. It would also increase the peak demand capacity of the system.
