Halfmoon Bay Community Hall Project
A new community hall is coming to Connor Park in Halfmoon Bay and the Sunshine Coast Regional District (SCRD) wants residents in the region to help guide the vision for the hall.
The project, originally slated for Coopers Green Park was moved to Connor Park earlier this year following the emergence of significant challenges with building the hall at Coopers Green. Read more about that in the common questions and project history
An event was held on June 21 at Connor Park and at Roberts Creek Farmers Market on July 26 in order to receive community input on the new hall and learn more about the project.

Kim asked 3 months agoThis project, like all SCRD projects, is subject to procurement rules to ensure a fair and transparent process. The Request for Proposal for construction services will be posted on BC Bid for proponents to access when this project nears construction.

Why is your hall costing an estimated four million dollars, when one can build a large luxury home for so much less than that? How much are you projecting it will cost per square foot?
N asked 5 months agoThe budget approved for the community hall was based on the previous hall design at Coopers Green. You can read more about the original construction budget in the report presented to the Electoral Area Services Committee on May 19, 2022.
A revised budget for the hall was approved by the Board last month. You can read more about this in the report presented to the Committee of the Whole on June 22, 2023.

Why are you holding an event in Roberts Creek when the hall is being built in Halfmoon Bay? Why are you not having more interaction with the Halfmoon Bay community who will be mostly using this hall? Will the existing Coopers Green Hall still be available to the community? After all the fundraising done by this community for a new hall at Coopers Green Park, we certainly hope that the SCRD will respect the people of Halfmoon Bay and retain this hall.
Ellie asked 5 months agoThe SCRD is seeking feedback from not only the residents of Halfmoon Bay (Area B), but also residents in the other electoral areas who are participants in the Community Parks service function. Residents of Electoral Area A, B, D, E and F all pay taxes that ultimately contribute to the operations of community halls in the Community Parks function.
In addition to voting to move the community hall location to Connor Park, the SCRD Board also directed staff to explore options to maintain the existing hall at Coopers Green Park. Staff will report back to the Board in the coming months about this.

Many people very much want the hall at Conner Park but we feel our voices are being drowned out by the minority that doesn’t want it there. How can we express our support for the hall at Connor Park without getting into a big argument every single time with this vocal minority?

Why are you having a meeting at Roberts Creek about a HMB community hall? Shouldn’t your time, efforts and wages be put towards listening to what the people in Halfmoon Bay envision for their community?

1. Are you planning something new with regards to bylaw enforcement? Every response to concerns about noise, etc refers to bylaws, but you have demonstrably no effective bylaw intervention for STRs in this area. Are there changes upcoming that I’m not aware of? If not, please understand that referring to ineffective bylaws and bylaw enforcement is not helpful. 2. Without parking bylaws how will on street parking be handled? When people park on both sides of Northwood the passage becomes wide enough for only one vehicle - and sometimes not wide enough for emergency vehicles. Currently, both sides of Northwood are used for parking before the school lot or any of the upper spots in the park are filled.
Mardell asked 6 months ago- Bylaw Enforcement is a separate service provided by the SCRD. The Bylaw officers are only able to respond to infractions that they are made aware of when complaints are received from the public. Typically complaints are responded to based on priority. All groups that book SCRD Community Halls agree to terms of use within the rental contract which provide additional recourse for any bylaw contraventions. SCRD Bylaw officers are not on call after hours, so noise complaints occurring during those times are best directed to the RCMP.
- The SCRD does not own or manage roads, as such there are no parking bylaws or capability to enforce them on public roadways – the Ministry of Transportation and Infrastructure (MoTI) is responsible for roads in rural areas. The Motor Vehicle Act regulates parking on streets and any contraventions of those regulations can be reported to the MoTI. Despite not having jurisdiction, through the development of this hall the SCRD intends to engage with MoTI to explore options to reduce the parking congestion along the Roadway.

When is my donated funds for the Hall at Coopers Green being returned to me? Why do paid SCRD staff who have NO vested interest in the project proceeding at Coopers Green get to make this decision to move the hall to Connor Park? Why do SCRD paid staff have the right to ignore all those resident have Halfmoon Bay who have fundraised and donated for almost 10 years towards the Coopers Green location? How are you returning all the cash donations and goods that were donated previously now that the location is being changed? To ignore that fact that there is a perfectly good building with a gym at the school that is being paid for by taxpayers who have NOT Children attending that school is ridiculous. The SCRD should spend their time negotiating with SC 46 for use of that venue if it is so important to hold events in the "woods" rather then at the Seaside. The ugly drawing for the wooden barn next to the sports field cemented my decision to have my funds returned when I attend the so called "info Meeting" in Wednesday. This is a slap in the face to all of us who were looking forward to enjoying events at a SEASIDE location not next to soccer or baseball field.

- Letters have been mailed to all donors indicating they can request to have their donations returned if they respond by June 30th, 2023. Please call the SCRD if you have any questions at 604-885-6800
- The decision to relocate the hall was made by the SCRD Board, this has been covered in other FAQ answers.
- The Community Hall at Connor Park will fill needs that are not currently met by the Halfmoon Bay School, as it will be a more intimate venue that has greater availability for public use.

In regards to question asked by our Halfmoon Bay director at the March 23 Board meeting about cancelling the project, where is the ability to inform SCRD Board of the community members not wanting a commercial hall at Connor Park?

- Make a request to address the Board (Delegation request form: https://www.scrd.ca/delegation-request/) – (however, please note this has already occurred on the topic of Coopers Green Hall so per the Board’s Delegation policy we would not be open to receiving another delegation on the same topic unless there is new information to be presented)
- Send a letter or an email addressed to the SCRD Board expressing your opinion ( mail to: SCRD, 1975 Field Road, Sechelt BC V7Z 0A8 or email: info@scrd.ca)
- Submit a Petition - Residents are able to submit informal Petitions to a regional district board to bring attention to matters of interest in the community. These types of petitions are considered 'informational'. The full name and residential address of each petitioner must be included on informal petitions. A petition is deemed to be received by a board when it is given to the local government corporate officer. There is no requirement for a local government to take action if a petition is received; however, an informal petition can be a useful tool to bring a local matter to the board's attention.

Why was the parcel above the cooper's green lagoon not more seriously considered when we looked for alternate locations to lower Cooper's? PID# 010-592-547 Given the push back from many community members, upset that the hall is no longer going to be at Cooper's, this large parcel surely has a build able site outside of the Riparian setbacks, and could be accessed by either Redrooffs or Priestland rd, and still would keep this as a Cooper's location, satisfying the donors and those that wanted a hall at Cooper's Green.
Landon asked 7 months agoThis location was considered and evaluated as a potential location. Mapping indicated that this Parcel is subject to DPA 1A and DPA2A. It was not considered suitable due to the sensitive stream eco-system, sloping terrain, and significant number of mature trees that would need to be removed to facilitate sufficient area for building footprint, septic disposal and off-street parking requirements.

I have a very important question that I would like you to answer truthfully: would anyone working for the SCRD want this hall if they lived across the street from where you propose to build it? Please answer my question honestly. I know many lacking kindness mock what are derogatorily termed NIMBYS, but those who live by the park and have spent years looking after it have real and valid concerns about traffic, noise, fire risks, safety and speed. How will you compensate their loss of retirement savings in their home? Those living in the glare of the party hall with late night noise, smoking and drinking will lose a great deal of money for their depreciated home values. Or is your attitude one of, “It sucks to be them” as is so often the case with those who don’t live nearby and lack any sort of empathy? I don’t believe anyone at the SCRD would support this project if they lived by Connor Park so I’ll look forward to hearing your honest answer.
Patsy Anthony asked 7 months agoIn the survey conducted by the SCRD in December 2022, there were many individuals from Area B that were in favor of a hall at Connor Park. Community halls provide a gathering place for residents to create a sense of neighborhood, build strong social bonds and promote a better quality of life. Use of the hall at Connor Park will be subject to the same bylaws and permit requirements as all other community halls, including Bylaw 597 Noise Control.
