  • Share Why is the SCRD trying to make the user pay for all costs? The report done by CCME almost 20 years ago suggested it was IMPOSSIBLE for communities under 500 users to pay for their systems and alternate financing should be investigated. The report suggested transparency of costs. The SCRD used to give costs but stopped around early 2000's. Does the SCRD receive provincial or federal funding that is for MWW that includes Secret cove and is spent elsewhere? Is there any chance Frontage Fees be charged on residence taxes instead of Utility fees? Thank you look forward to Zoom on Facebook Share Why is the SCRD trying to make the user pay for all costs? Hi there,

Thank you for your question, some answers below and look forward to seeing you at our upcoming meeting.

The Local Government Act establishes that services provided by a Regional District can only recover costs from participating members of a service. Only the people who benefit from the wastewater service at Secret Cove are responsible for the cost of providing that service.

The SCRD still provides a breakdown of service costs on its annual financial plan - https://www.scrd.ca/files/File/Corporate/Finance/2022-05-05%20SCRD%202022-2026%20Financial%20Plan%20FINAL.pdf#page=258

With regard to provincial funding. Funds allocated to a service area are spent within that service area.

It is understood that a shift to Parcel Taxes is possible, however these would be collected by the Province and would have a levy added for the service of collecting taxes. A review is ongoing.
